5月17日,由北京市法学会金融与财税法学研究会主办的北京市城市定位与京津冀协同发展法治保障研讨会在北京联合大学举行。与会的有交通、法律、财政、社会等方面的专家。

设计总监朱冰在会上发言指出“区域一体化根本点是消除区域内的竞争,而采取区域协调是区域一体化的重点。从国内外经验来看,能够达到真正的区域一体化,最重要的是在区域层面上提供一个法治保障。”朱冰建议成立区域管理机构,比如成立经济一体化管理小组,同时,让区域管理有体制上或法律上的保障,而不是通过行政干涉来取得区域发展。

Organized by the Association for Financial, Fiscal and Tax Law of Beijing Law Society, Legal Safeguarding Seminar on Beijing’s Orientation and the Joint Development of Beijing-Tianjin-Hebei was held at Beijing Union University on May 17. Experts in transportation, laws, finance and society were present at the meeting.

Zhu Bing, Design Director, pointed out at the meeting that “the fundamental point for regional integration is to eliminate competition within the region; regional coordination is the emphasis; based on the experience in regional integration at home and abroad, the most important is to provide legal safeguarding at the regional level.” Zhu Bing suggested a regional regulatory authority should be founded, like economic integration administration group. Meanwhile, systematic or legal guarantee should be provided for regional administration, not through too much administrative interference.
